I wired a radio in my 86 trans am, it was working fine until I turned on the headlights, there was a spark under the dash board by the fuse block. Then the dash lights as well as my tail lights went out, also the head lights are stuck in the up position. The brake lights as well as the reverse lights are still working as is the headlights. any idea what happened?

One of the wires to the radio (sorry, i forget which color) is a power lead connected to the headlamp switch. You apparently left it disconnected and bare. When you activated the headlights it shorted out that lead and blew the fuse. Take the radio back out and insulate any exposed wires with wire nuts and/or electrical tape, then replace the fuse.
